Cannot Remove "Create Site" Permission

SharePoint provides the ability to limit permissions on a Portal Area by Area basis. So, while a user might be a Web Designer for the Portal, in a particular area they might only have reader rights. However, the one permission that cannot be taken away at the Portal Area level is the “Create Site” permission. So if you are a user who has the ability to Create Sites, you will keep that permission in every Area that is based on the “Sites in Site Directory Template”.
